Parent Absent
- The parent is not on the premises.
- The ability to be left alone for short periods of time depends upon the developmental level of the child
- Generally, children 12 years and older are thought to have this ability, however, cognitive deficits, impulsivity, and communication deficits impact this ability
Parent present
- The parent is on the premises, but does not possess sufficient ability to keep the child safe
- This ability is impacted by substance use/abuse, cognitive deficits, and mental illness
Remember, neglect kills more children annually than abuse
Neighborhood characteristics can also be a factor in your assessment (e.g., you are aware of children left alone in a neighborhood where a number of fires have occurred)
